Ministry circular on leave and expenses

1. Teachers and administrators presenting a paper or poster

In scientific meetings held in cooperation with the Ministry of National Education and universities, or held by universities, the following conditions apply to those who will present a paper or a poster.

• The scientific meeting they wish to attend should first of all be in their own field, or they should be undertaking a master's degree or doctorate in the relevant field.
• They should document that their papers or posters have been accepted by the scientific board.
• Participation fees should be met by the participants themselves.
• Their travel allowances should be met from the domestic temporary duty travel allowance appropriation of the relevant budget year of the department to which they are affiliated.

On this basis, travel allowance and daily allowance are provided, participation in the scientific meeting is enabled, and participants are regarded as on duty leave, excluding travel time, throughout the meeting.

2. Teachers and administrators attending as listeners

For administrators and teachers who wish to attend such scientific meetings as listeners, and where lessons are not disrupted, the necessary convenience should be shown for them to be regarded as on leave without travel allowance and without daily allowance, participating by their own means, provided that they document that they have paid the registration fees.

3. Reporting after the meeting

All participants should follow the scientific meeting regularly and prepare a report on the organisation of the meeting, the scientific quality of the studies presented, and the benefits and contributions it provides to the education system and to teacher training. This report is submitted to the unit in which the participant works.
